Saving the Lost Sheep (Bringing Environmental Values Back Into the Fold with a New EPA Decision Making Paradigm)
Abstract
The dominant cost benefit paradigm for decision making does not fully capture the environmental values important to most persons and that inform the laws. How can an administrative agency such as the EPA give voice to these values while still having a predictable and transparent decision making paradigm?
