Medicare and Medicaid: Are They Just Health Care Programs?

Abstract

This article examines the goal of justice and its relation to the health care system-particularly in the two major government health care programs, Medicare and Medicaid. It proposes three principles of justice by which the performance of a social system such as health care can be evaluated: equality, redistributive justice, and equity. The article also examines whether and to what degree each of these principles is embodied in Medicare and Medicaid.
